ABOUT UPA

The Utah Petroleum Association (UPA) is comprised of companies from every segment of the petroleum industry who work cooperatively to resolve mutual problems and provide a unified voice for the advancement and improvement of the oil and gas industry in Utah. UPA was founded in 1958 and continues today as the voice of Utah's oil and natural gas industries. We seek to promote the responsible development of Utah's vast natural resources and the manufacture of fuels that keep Utah families and businesses moving.

UPA’s mission is to promote and support the oil and gas industry in Utah and the advancement of the interests of our Member Companies. We work to unite and focus the efforts of the industry to improve the business environment in the State through:

  • Promoting industry issues related to the development, production, transportation, refining and marketing of oil and natural gas;
  • Identifying, developing, implementing and maintaining value-added programs on behalf of members in the areas of Governmental Relations, Public Relations, Operations and so forth;
  • Collecting and distributing industry-related information and data to members;
  • Sponsoring and conducting conferences, educational events and other programs that inform and train professionals in the petroleum industry;
  • Establishing and maintaining positive and symbiotic relationships with other industry trade associations and groups; and
  • Fostering governmental understanding of, confidence in and cooperation with the oil and natural gas industry.

UPA’s efforts in the legislative, regulatory and public affairs arenas continue move in a favorable direction despite the difficult economic and market conditions in which we find ourselves. Now, more than ever, the industry must close ranks and work together in a united front to advance our interests and maintain a healthy, fair and predictable business climate in Utah. To that end, UPA’s objectives include:

  • Promoting stable and predictable state legislation and laws in all areas impacting the oil and gas industry including, but not limited to, environment, taxation, public lands and labor;
  • Implementing a well-organized and orchestrated legislative strategy;
  • Promoting a reasonable and fair regulatory environment with all Utah State agencies impacting our industry;
  • Developing relationships and understanding with local communities and elected officials to ensure a positive working environment in communities where we operate;
  • Increasing community engagement and grassroots industry participation with the ultimate goal of fostering a fact-based, realistic dialogue around energy development;
  • Monitoring, communicating, and influencing regulatory developments at both state and local levels;
  • Enhancing relationships with regional and national industry trade groups to join our voice with theirs on federal rules and regulations impacting the industry in Utah;
  • Establishing UPA as positive, proactive voice for the oil and gas industry in Utah;
  • Ensuring UPA continues to be the premier education and outreach organization representing oil and gas across the State;
  • Maintaining a unified industry that speaks with one voice, while promoting and embodying positive industry core values;
  • Improving and maintaining relationships with decision makers and key stakeholders across a broad spectrum of business and industries;
  • Providing effective industry education, engagement, and networking opportunities; and
  • Continuing to improve member engagement and value.

UPA's Membership includes companies involved in Upstream, Midstream and Downstream activities as well as service companies providing support to the industry. By joining UPA, you're helping stem the avalanche of local, state and federal laws and regulations that threaten to stifle responsible development in Utah. You're also helping us get the positive message out to communities regarding who we are as an industry and how what we're doing can be a social and economic boon for their citizens. We need your support to continue and increase these critically important efforts.

We work to harness the power and unity of the combined voices of the men and women of our State's petroleum industry to amplify our message and influence as we promote responsible development and economic investment in Utah.
